The first step

The audit is what unlocks the rebates

The starting point

One assessment maps every incentive your home qualifies for

Diagnostic visit, full incentive map. A Home Energy Solutions assessment by utility-certified technicians combines blower-door and in-home testing to find exactly where your home loses energy, with hands-on weatherization done on the spot.

  • You leave with a Home Energy Score and a prioritized upgrade plan
  • The report lists every Energize CT and federal rebate each upgrade earns
  • It is the required first step for Energize CT rebates on most major upgrades
Cost to get started

It costs $40, or nothing at all for income-eligible households

State and utility support keeps the cost low. Thanks to program funding, the assessment is a $40 copay. Income-eligible households pay nothing.

  • The visit delivers around $1,332 in weatherization service value on average
  • First-year savings average roughly $1,776 — before the larger rebates it unlocks
  • It is the first step on almost every project our team runs

The rebates Connecticut funds, and how we capture them

Rebates
Rebate amounts

The upgrades that lower your bills are the ones that qualify

Real money, real programs. Connecticut runs efficiency incentives through Energize CT and your utility — Eversource, United Illuminating, or CNG — plus the federal Inflation Reduction Act, covering the upgrades that actually cut energy use.

  • Insulation and air sealing, Energy Star windows, heat pumps, and heat pump water heaters all qualify
  • Insulation rebates run at $2.00 per square foot — 75 to 100 percent of project cost for most CT homes
  • Programs can be stacked, so one upgrade may draw from more than one source
We handle the paperwork

A missed step can cost the whole rebate — our specialists prevent that

Every form filed on your behalf. As an Energize CT Authorized Contractor, our specialists document what qualifies, submit every application, and follow up until each incentive is approved and credited.

  • Each program has its own forms, documentation requirements, and deadlines
  • We track approval status so nothing falls through after the work is done
  • When programs stack on the same upgrade, we sequence them to maximize what you capture
How it works

Your path from audit to savings

Three steps between where you are now and a more efficient, more comfortable home.

BPI-certified technician performing blower-door test Step 1

Schedule a $40 energy audit

A BPI-certified technician spends 2-4 hours evaluating your home with blower-door testing, thermal imaging, and combustion safety checks. The audit costs $40 — or free if you qualify as income-eligible through HES-IE.

  • 2-4 hour assessment
  • $40 or free (income-eligible)
  • BPI-certified technician
  • Blower-door and thermal imaging diagnosticsWe depressurize your home and use infrared cameras to find hidden air leaks and insulation gaps.
  • On-the-spot air sealing and weatherizationTechnicians seal gaps and install weatherstripping during the same visit.
  • Safety testing for CO and gas leaksCombustion appliances are tested to ensure your household is safe.
Energy savings documentation Step 2

See exactly what you qualify for

Your technician delivers a comprehensive report at the kitchen table: a U.S. Department of Energy Home Energy Score, a prioritized list of recommended upgrades, and every rebate and financing option available to your home.

  • Home Energy Score (DOE)
  • Rebates up to $10,000
  • 75-100% insulation coverage
  • Home Energy Score (DOE evaluation)Your home gets a 1-10 efficiency rating from the U.S. Department of Energy.
  • Energize CT rebates up to $10,000We identify every rebate and incentive your home qualifies for.
  • 75-100% insulation cost coverageMost homes qualify for significant insulation rebates through Energize CT.
Professional insulation installation Step 3

HCP performs the recommended upgrades: insulation, HVAC, windows, air sealing. We file all rebate applications and coordinate financing. One contractor from assessment through completion.

  • Professional HCP installation
  • Rebate paperwork filed for you
  • Lower annual energy bills
  • Professional installation by HCP crewsOur team handles insulation, HVAC, windows, and air sealing.

  • Lower annual energy billsMost families see meaningful reductions in heating and cooling costs.

Rebates + incentives

Stacking state and federal incentives

Two funding sources

Energize CT and the IRA are separate pots of money you can combine

One state, one federal — both apply. Energize CT is funded by Connecticut ratepayers and pays rebates at the point of work. The federal Inflation Reduction Act layers on tax credits and upfront rebates for electrification, separate from state funds.

  • Heat pump systems: up to $8,000 federal; heat pump water heaters: up to $1,750
  • Weatherization: up to $1,600; electrical panels: up to $4,000; wiring: up to $2,500
  • Because they are separate funds, combining them cuts project cost well beyond what either does alone
Stacking savings

We figure out where the programs overlap so nothing is left on the table

Sequence matters. Some federal rebates align with Energize CT incentives on the same upgrade, and the IRA income tiers change how much comes back. Our team applies them in the right order to maximize what your home captures.

  • We assess what your home qualifies for under both programs before any work starts
  • IRA income tiers can increase federal rebate amounts significantly for eligible households
  • A Home Energy Solutions assessment is where the full analysis begins

Understanding your bill

How Energize CT programs keep upgrades affordable

Energize CT programs are funded by a charge on customer energy bills — a small line item you already pay every month. Here is how those funds come back to you.

Sample utility bill Distribution rate 001
What you pay
Delivery services detail
  • Transmission Charge 620.00 kWh × $0.019790 $12.27
  • Combined Public Benefits Charge* 620.00 kWh × $0.010390 $6.44
Subtotal $61.03

*The Combined Public Benefits Charge combines three charges formerly known as the Conservation and Load Management Charge, Renewable Energy Investment Charge, and Systems Benefits Charge. It also includes the Conservation Adjustment Mechanism approved by PURA in Docket No. 13-11-14.

Look for this on your bill

The Combined Public Benefits Charge funds your rebates

You are already contributing The "Combined Public Benefits Charge" on your Eversource or UI bill funds Energize CT rebate programs every month.
No catch, no hidden cost These are public benefit funds administered through your utility company. When you schedule an audit, you access what you have been paying into. Your copay is just $40.
Combined with state and federal programs Your utility contributions combine with Energize CT state allocations and federal Inflation Reduction Act incentives — and income-qualified households unlock enhanced pathways that cover even more of the cost.
