Free energy upgrades for income-qualified Connecticut families, guided by your neighbors

HCP's Community Outreach Representatives are people from your own community who have personally gone through Home Energy Solutions themselves. A rep comes to your home, explains the program in your language, helps you complete the applications so you qualify, and schedules your no-cost energy audit.

What it is

Help from people who have been where you are

Community Outreach Representatives (COR) actively spread the word about Home Energy Solutions (HES) and the HES-Income Eligible program, and help income-qualified families access free energy upgrades. Most of HCP's COR reps are past customers who went through the Energize Connecticut program themselves and now enjoy more comfortable homes with lower energy bills.

Both renters and property owners can access free energy upgrades through HES-IE if they meet income eligibility requirements. Your COR rep will walk you through every step — from application to scheduled audit.

HOME VISIT

Your rep comes to you on your schedule

No obligation, in English or Spanish. Your Community Outreach Representative travels to your home at a time that works for you, explains every available energy efficiency incentive in plain language, and serves families in both English and Spanish — because most reps went through Home Energy Solutions themselves before joining the team.

  • In-home visits at your convenience, with no obligation
  • Programs explained in English or Spanish
  • Your rep has personally been through the Home Energy Solutions process
PAPERWORK HANDLED

A missing form never costs you the upgrade

Application to installation, start to finish. Your rep fills out every form correctly, collects supporting documentation, and qualifies your household for rebates and incentives — then schedules your energy audit and coordinates the weatherization and insulation that follow.

  • Every application form completed correctly on your behalf
  • Supporting documentation collected to qualify you for rebates
  • Your rep coordinates the audit and all follow-on work through completion
What you qualify for

Two ways in — your rep confirms which fits your household

Income-eligible (HES-IE) Free of charge

For income-qualified families, the COR visit, the energy audit, and the weatherization and insulation upgrades are all free. You may qualify by income, or if you receive benefits such as SNAP, TANF, SSI, or WIC. Both renters and property owners can take part.

Standard HES audit $40 one-time copay

Households that are not income-eligible can still get the whole-home Home Energy Solutions audit for a $40 copay, with on-the-spot energy-saving measures included. Your rep can still help you schedule and prepare your paperwork.

Rebates unlocked Up to 75-100% off insulation

The audit shows exactly which Energize CT rebates your home qualifies for — up to 75-100% off insulation and more. Your rep makes sure you claim the benefits you already help pay for through the charge on your utility bill.
